Your questions
The force wipe falls on the first Thursday of each month and lands with the game update, so it moves with the patch rather than a fixed date. The force wipe countdown shows the exact time in your own clock, and the list of servers wiping next shows which ones are due. All public servers reset at that moment whether their owner schedules it or not.
A map wipe clears the world and every base, deployable and piece of loot on it; a blueprint wipe also removes what players have learned to craft. Many servers map-wipe on their own rhythm but keep blueprints until the force wipe, or never reset them. The setting is listed on each server's page, so check there before you commit time to a run.
The just wiped list sorts servers by the order they last wiped, so the freshest ones sit at the top with their current population beside them. Pair it with the live player count to see which fresh wipes are filling and which are still quiet. Both refresh every five minutes, so the order changes through the day.
