Rank is players over the last seven days. A big server showing offline while the rest are up is that server restarting or wiping, not Rust being down.
Background
Rust Live Stats reads the full public server list every five minutes and compares the count with what is normal for this hour. The result is the verdict at the top of this page. You do not need to guess from your own empty browser.
A normal reading sits close to the usual count for this hour. Population rises through the evening and falls overnight in each region, so the page compares like with like rather than against a flat total. A reading at or above the normal band means servers are up; a sharp fall below it points to an outage at Steam or at the server hosts.
The 48-hour charts below plot the same two figures, servers listed and players connected, point by point. Look for a sudden vertical drop: that is what an outage looks like in the data. A slow slide over several hours is usually the ordinary daily cycle, not a fault. Compare the current point on the chart with the same time yesterday to judge whether today is normal.
The largest servers by current population are listed with their counts and last-seen times. If they are all up and near their usual numbers, the network is healthy and any empty browser is on your side. If several are missing or far below normal, the problem is wider. You can open any of them from the live server list, or check the overall player count for the wider trend.
If Rust Live Stats shows servers up but your game shows none, the fault is between you and Steam. Restart Steam and Rust first, then clear the region and tag filters in the server browser. Check Steam's own status, and on force wipe day update the game before retrying: servers restart in sequence for an hour or so after the build changes. A VPN or strict firewall can also block the server browser traffic. If one server is missing rather than all of them, its own page shows when it was last seen.

Then the problem is usually local or at Steam, not with Rust itself. Restart Steam and the game, clear the region and tag filters in the server browser, and check whether Steam is down. On force wipe day, update Rust to the new build before you retry.
The reading refreshes every five minutes, and the time under the verdict shows when the list was last checked. If the last successful read is more than twenty-five minutes old, the page says the reading is behind rather than showing a stale verdict as current.
