How soon after a wipe does a server appear here?

Within about five minutes. Rust Live Stats checks every public Rust server on a five-minute cycle and records the wipe when a server reports a new map. The table refreshes on the same cycle, so the times you see are at most a few minutes old.

How do you tell a wipe from an ordinary restart?

A wipe is logged when a server reports a new world. A new world arriving within six hours of the previous one counts as the same wipe, so a server that restarts several times after a forced update appears once, not several times. Use the wipe time shown to judge how far into the wipe a server is.

What does the players before the wipe figure mean?

It is the player count recorded just before the map changed, which shows how busy the server was at the end of its previous wipe. Compare it with the live count to see how many players have come back for the fresh map. A high figure before the wipe and a low one after it usually means the population has not returned yet.

Can I narrow the list by region, wipe schedule or group limit?

Yes. The filters above the table work as they do in the server list: region, server type, tags, group limit, wipe schedule and gather rate. The search box matches server names and addresses, and the window selector controls how far back the wipe times go.
